19 students barred from boarding US-bound Air India flight in Hyderabad

Air India barred 19 students from boarding its flight to the USA on the grounds that the two universities in which they had secured admission are under "scrutiny" of American authorities.
The national carrier asked its staff to not allow the 19 students to board its flight to San Francisco at Rajiv Gandhi International Airport on Sunday night.
The students have taken admission at two San Francisco-based varsities that are currently under US government scanner, an Air India official said.
"In the past, we have witnessed that students who secured admission in those institutions have been deported to India as soon as they land there. To avoid embarrassment to them and save their money, we prevented them from boarding the flight," the official said today.
The government-run airline is refunding the entire ticket cost to these students, the official added.
In a statement, Air India said they had on December 19 received a communication from the US Customs and Border Protection Agency that the two universities were under scrutiny and students who arrived in San Francisco were not allowed to enter the US and deported back to India.
"So far, 14 students who travelled on Air India flights to San Francisco have been deported. Students travel on a one-way ticket to the US and, in the event of deportation, incur huge expenditure to buy a ticket back to India on first available service. Further, seats are often not available on any airlines to travel back," the statement said.
Considering the situation, students booked for travel to take admission to these universities are not being accepted on Air India flights, it further said.
The national carrier will start accepting students travelling to the US to join the two universities at no additional cost as soon as clearance is received from Air India's US office for their travel, it added.
Meanwhile, one of the universities in question said on its website that "absolutely false" reports are being disseminated by certain media outlets and other groups that the institute has been blacklisted by the US government.
When contacted, an immigration official at the airport said that clearance for boarding a flight has to be given by the airline concerned through the issuance of boarding pass.
"The students were not issued boarding passes. It is the airline's responsibility to clear passengers. We have nothing to do with the issue," he said.
US Consulate officials said they are trying to gather information on the episode.

The Commission has just adopted new implementing rules which set out the maximum charges that consumers can be charged for receiving phone calls when roaming abroad in the EU.



The new cap is set at 1.14 cent (excluding VAT) per minute of call received, almost five times cheaper than the current cap of 5 cent per minute (excluding VAT).  This completes the set of maximum roaming surcharges that consumers will pay from 30 April 2016 until June 2017 when roaming surcharges are finally abolished in the EU.

Background

The European Commission is currently working on a number of technical measures related to the end of roaming charges in the EU and has recently launched a public consultation.
The end of roaming as of June 2017 will be secured via an obligation imposed to operators of mobile telecommunications not to levy any surcharge in addition to the domestic retail price on a roaming customer in any Member State for any roaming call made or received, for any roaming SMS message sent and for any data roaming services used. This is subject to fair use policy and to an exceptional sustainability mechanism.
In that context, this public consultation serves three quite distinct (but interlinked) purposes.
First, it will gather input for the wholesale roaming review in order to assess the functioning of roaming markets in the EU and the current regulation of national wholesale roaming markets in the EU against the obligation laid down in the Regulation to abolish retail roaming surcharges by 15 June 2017. The Commissoin will report on this issue to the European Parliament and the Council and will make possible legislative proposals by 15 June 2016
Second, the Commission must lay down detailed rules on the application of fair use policy by the end of 2016, the public consultation seeks views on which detailed rules are needed for the application of fair use policies to the consumption of roaming services at domestic prices.  Third, the Commission must also lay down detailed rules, by the end of 2016, on the sustainability mechanism foreseeen in the Regulation in a context where roaming services are offered at domestic prices. The public consultation seeks views on the most appropriate content and design of the methodology for assessing whether the abolition of retail roaming surcharges would undermine the sustainability of the domestic price model of a given operator. The Commission will adopt the necessary detailed rules in both respects by 15 December 2016.

LKG student thrashed by teacher

In a shocking incident of corporal punishment, a three-year-old LKG student suffered serious injury to her fingers after she was thrashed by her teacher at RavindraBharathi School in Kukatpally on Saturday.

According to police, Harini, a LKG student of Ravindra Bharathi School in Hydernagar, Kukatpally went to school on Saturday without completing her homework and was allegedly slapped by her teacher. Fear of getting beaten up by the teacher again, the child in a bid to escape ran towards the door. In the process of running outside, her fingers got trapped in the door when the teacher slammed it to close. “Her fingers started profusely bleeding and got lacerated,” the cops said adding that after the incident, the girl was sent back to house by the school management.
The girl’s parents –Upender and Aruna- along with relatives later staged a protest in front of the school and demanded immediate arrest of the teacher and action against the school management.

The men said that they were rescued after the timely intervention of Dubai Police Human Rights Department and the Ministry of Labour. The men, who were working at a construction site near the Fujairah-Oman border, said that they were asked to leave their labour accommodation about two weeks ago.
